In order to implement the Guiding Opinions of the People's Government of Shandong Province on the Evaluation and Reform of "Yield Benefits per mu" (Lu Zheng Zi [2019] No. 235) and the requirements of the "Key Work Challenge Year" of the Provincial Party Committee and Government, accelerate the optimization of resource element allocation, and promote high-quality industrial development, the Provincial Department of Industry and Information Technology, in conjunction with relevant departments of the province, organized various cities, counties (cities, districts) as the main body, to carry out the evaluation of "yield benefits per mu" of industrial enterprises above designated size in 2019. Starting from December 10, 2019, Shandong Province has launched the reform of "yield per mu" evaluation. The evaluation of industrial enterprises above designated size (excluding those engaged in the production and supply of electricity, heat, gas, and water) is mainly based on five indicators: unit land tax, unit energy consumption sales revenue, unit pollutant emission sales revenue, R&D investment intensity, and total labor productivity. According to the evaluation results, relevant departments in each city will focus on ensuring and prioritizing the allocation of resources such as land use, energy consumption, environmental protection, funds, and credit for Class A enterprises, in order to help them develop better and faster.
